Management of Change (MOC) Workshop
Continuing its annual Process Safety Management (PSM) training into its third year, the AOMG conducted the MOC Workshop in Sheraton Mustika Yogyakarta Resort & Spa over 2 days from 27-28 July 2017 for 22 participants. The first PSM workshop focused on Contractor Management and the second on Mechanical Integrity. For continuity we used the same trainer, Ir V Gopinadhan who has extensive experience in the oil & gas industry in Shell and PETRONAS. Currently he is a process safety trainer and consultant for several organizations including PETRONAS and IChemE.
Ir Gopinadhan started with self-check questions on process safety. Participants also put themselves into the shoes of their CEO/MD and answered for them. While the major accident risks are known it appears elsewhere there are a number of gaps in knowledge and confidence with the gaps wider at t all levels.
Ir Gopinadhan covered:-
- Understanding what is change in a plant operating environment
- What is the impact of changes on the operations & business if not managed effectively - examples of incidents that have occurred due to changes that were not managed in a structured manner
- Types of changes in an operating environment
- Typical MOC process
- Plant/ Engineering changes
- Operations Philosophy/ Parameters changes
- Changes during plant turnaround / shutdown operations
- Changes in Hazardous materials used in the process
- Critical equipment bypass situations
- Procedural changes
- Organizational changes – changes of personnel in critical positions
There were a number of exercises to help participants gain a deeper understanding of MOC. One of the exercises included a safety audit of the painting works going on in the hotel.
The workshop ended with a discussion on the next PSM topic for 2018. Top suggestions were Acccident Investigation Analysis and Emergency Response, Risk Assessment & Hazard Study (PHA) and PSSR (Pre-start up safety review). We will also look into a possible site visit to a member company where PSM is already embedded.
The venue received top marks. Participants look forward to even more sharing. They also enjoyed exercises where they had the opportunity to interact with other participants.
